REMIT: Fire Safety Compliance Audit of a Meat Processing Plant
Client
"Remit Meat Processing Plant" — one of the largest food industry enterprises in the Moscow region.
Situation
At the time of the fire safety audit, the state of fire protection systems and engineering solutions at the plant was assessed as partially compliant with mandatory legal requirements. The primary focus needed to be on fire alarm systems (FAS), alarm and evacuation management systems (AEMS), and the organization of fire safety protocols.
Task
Identify potential violations of fire safety standards and develop recommendations for their elimination.
Solution
Since the enterprise had a large volume of fire safety-related documentation, we took time to review and analyze it.
To identify specific violations and determine corrective actions, we conducted inspections and checks at all buildings and structures of the plant, varying in purpose and fire hazard classification:
- Production building and annex. Main fire hazard class — F5.1 and F5.2, area 21,970 m². Equipped with a radio-channel FAS.
- Two-story club-garage with office spaces and shops (F4.3, F3.1), area 1,799.5 m². Equipped with FAS and AEMS of the second type.
- Boiler room, car wash, warehouses, pump station, checkpoint, and other buildings, classified from F4.3 to F5.2 in terms of fire hazard.
The audit revealed several critical discrepancies with regulatory requirements. For the identified violations, LLC "REMIT" faced the following consequences:
- Fines based on Article 20.4 of the Code of Administrative Offenses of the Russian Federation up to 400,000 rubles for each violation.
- Administrative liability in case of threats to life and health, or if a fire occurs due to violations — liability could extend to criminal charges (Article 219 of the Criminal Code of the Russian Federation), as well as the potential suspension of production by supervisory authorities.
Based on the audit, we developed a detailed report prioritizing tasks to address the identified violations and improve the plant's fire safety system, including the following sections:
- Update and repair of fire alarm systems (FAS)
- Improving the performance of AEMS
- Inspection and organization of evacuation routes
- Updating project documentation
- Work on internal fire safety systems
Results
The audit revealed numerous critical violations that require immediate correction to eliminate risks to life and health, ensure compliance with Russian legislation, and prevent administrative penalties. The recommendations in the final report will not only address the current issues but also reduce fire risks and minimize potential losses in the future.
