One of the common issues frequently found in federal state fire supervision reports issued by the Ministry of Emergency Situations of Russia, as well as during the development of project documentation for the construction or reconstruction of facilities, is the mismatch of existing fire access routes, access points, and the lack of proper access for firefighters to conduct firefighting and rescue operations at the facility.

According to the requirements of Section 8.1 of SP 4.13130 “Fire Protection Systems. Limiting Fire Spread at Protection Facilities. Requirements for Spatial Planning and Structural Solutions,” when there are deviations from regulatory requirements for fire access routes, access points, and firefighter access to conduct firefighting and rescue operations, the ability to support the activities of fire departments at the facility must be confirmed in the documents for preliminary firefighting planning and emergency rescue work, developed in the prescribed manner.

Firefighting Plan
The firefighting plan is a document for preliminary planning of firefighting and emergency rescue actions at a protection facility, which establishes the procedure for deploying forces and resources from fire departments.

This document is developed to provide the firefighting manager with information on the operational and tactical characteristics of the organization, to forecast possible conditions in the facility during a fire, to plan firefighting and emergency rescue actions by fire departments at the fire scene, and to enhance the combat readiness of fire department personnel for firefighting and rescue operations.

Firefighting plans containing state secrets are developed, stored, and used in compliance with Russian Federation legislation on state secrets.

Firefighting plans are compiled in three copies, approved by the head of the fire department and the owner of the organization. The first copy is kept in the fire department division where the organization is located, the second in the Central Fire Department of the local garrison, and the third with the head (owner) of the organization.

The firefighting plan is updated annually, as well as when there are changes in ownership, functional designation, spatial planning solutions, technological process modernization, or the tactical capabilities of fire department units.

Corrections are made no later than one month after receiving information about the changes.

The main sections of the firefighting plan should include:
