Special Technical Specifications Development
Special Technical Specifications (STS) - technical requirements in the field of safety of a capital construction facility, containing (with regard to a specific capital construction facility) additional to the established or absent technical requirements in the safety, reflecting the peculiarities of engineering surveys, design, construction, dismantling (demolition) of a capital construction facility, as well as containing deviations from the established requirements.
Depending on the planned for construction object supply in accordance with relevant regulations, the customer (investor) may decide to develop four types of STS:
- technical requirements for unique buildings (design structures, monuments, etc.);
- seismic safety of permanent construction facilities in areas with seismic activity over 9 points;
- industrial safety of hazardous production facilities at permanent construction facilities;
- special technical conditions for fire safety.
During preparation of design documentation for construction, capital repair, reconstruction or technical re-equipment of a building or structure, problems often occur in terms of the necessity to deviate from the valid regulatory documents requirements, or the valid regulatory documents do not set sufficient reliability and safety requirements for the designed facility or such requirements are not established by the regulations.
In this case, the design documentation preparation and building or structure construction are carried out in accordance with special technical specifications developed and agreed upon according to the procedure established:
- Order of the Ministry of Construction and Housing and Communal Services of the Russian Federation N 734/pr of 30.11.2020 "On Approval of the Procedure for the Development and Approval of Special Technical Conditions for the Development of Design Documentation for a Permanent Construction Facility";
- Order of the Ministry of Emergency Situations of the Russian Federation N 710 of 28.11.2011 "On approval of the Administrative Regulations of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters for the provision of the state service for the approval of special technical conditions for facilities that do not have fire safety requirements established by regulatory legal acts of the Russian Federation and fire safety regulations, reflecting the specifics of ensuring their fire safety".
